OvmfPkg/RiscVVirt: Add PlatformBootManagerLib library

RISC-V Qemu Virt platfform needs the PlatformBootManagerLib similar
to the one in ArmVirtPlatform. Add the library in OvmfPkg/RiscVVirt
leveraging the one from Arm.
