MdeModulePkg: Regular expression protocol
Add driver to produce EFI_REGULAR_EXPRESSION_PROTOCOL. Based on Oniguruma v5.9.6 (BSD 2-clause license), which provides full Unicode support, and POSIX ERE and Perl regex syntaxes.
