OvmfPkg EmuVariableFvb: Use 64-bit NV storage PCD

Change from using PcdFlashNvStorageVariableBase to
PcdFlashNvStorageVariableBase64.

This will make sure the EMU Variable FVB will
function in systems with more than 4GB of memory.
