MdePkg/UefiDebugLibConOut: Add destructor to CloseEvent

REF: https://bugzilla.tianocore.org/show_bug.cgi?id=2012 When driver is unloaded, the ExitBootSerivesEvent must be closed at the same time. Otherwise exception will occur when ExitBootServices.
