OvmfPkg: PlatformBdsLib: get front page timeout from QEMU

Browse Source 
Put QemuBootOrderLib's GetFrontPageTimeoutFromQemu() to use, so that
OVMF's Platform BDS policy can consume QEMU's command line option

  -boot menu=on,splash-time=N
