IntelFspPkg/FspSecCore add AsmGetFspBaseAddressNoStack and AsmGetFspInfoHeaderNoStack

Fix GCC issue on FspInfoHeaderRelativeOff.
Clean up comments for platform ID matching on Microcode and PcdFspBootFirmwareVolumeBase
