OvmfPkg/QemuFwCfgLib: Provide Pei and Dxe specific library
Current QemuFwCfgLib.inf is used in both Pei and Dxe phases. Add Pei and Dxe inf file to provide a seperate QemuFwCfgLib instances for Pei and Dxe phases.
