LzmaCustomDecompressLib and PeiDxeDebugLibReportStatusCode were copied
from IntelFrameworkModulePkg to MdeModulePkg, but the originals were
kept for compatibility.
Since the libraries are identical, move iQuarkSocPkg to use the
MdeModulePkg versions instead.
