The Ecc tool currently reports the initialization of variables
at declaraton if the variable is non-constant and declared
in a function. Static variables locally defined in functions
should also be allowed to be initialized at declaration.

The ECC tool crashes if a C file has an incorrect file header
format.
The file ArmPkg\Library\ArmMmuLib\AArch64\ArmMmuPeiLibConstructor.c
has a file header in the incorrect format. It uses # to mark the
header comments instead of enclosing the file header in /* */. This
may have been a result of an INF file header being copied to a C
file.
A separate patch fixes the C file but ECC tool should
not crash if a file with an incorrect header is found.
Therefore, update the ECC tool to prevent it from crashing if an
incorrect file header is found. With this change the ECC tool will
report the incorrect header issue without crashing.

We are going to add keyword (lower case) 'static' for functions and global
variables which are not referenced outside their current C file.
However, the ECC tool only recognizes upper case 'STATIC' at this moment.
This will lead to issue reports for new codes that follow the above coding
style.
This patch is going to handle lower case 'static'

The python files under CParser4 are generated by antlr4 and for
python3 usage. They have python3 specific syntax, for example
the data type declaration for the arguments of a function. That
is not compitable with python2. this patch is to remove these syntax.

Python3 migration is the fundamental change. It requires every developer
to install Python3. Before this migration, the well communication and wide
verification must be done. But now, most people is not aware of this change,
and not try it. So, Python3 migration is reverted and be moved to edk2-staging
Python3 branch for the edk2 user evaluation.
