Removing rules for Ipf sources file:
* Remove the source file which path with "ipf" and also listed in
[Sources.IPF] section of INF file.
* Remove the source file which listed in [Components.IPF] section
of DSC file and not listed in any other [Components] section.
* Remove the embedded Ipf code for MDE_CPU_IPF.
Removing rules for Inf file:
* Remove IPF from VALID_ARCHITECTURES comments.
* Remove DXE_SAL_DRIVER from LIBRARY_CLASS in [Defines] section.
* Remove the INF which only listed in [Components.IPF] section in DSC.
* Remove statements from [BuildOptions] that provide IPF specific flags.
* Remove any IPF sepcific sections.
Removing rules for Dec file:
* Remove [Includes.IPF] section from Dec.
Removing rules for Dsc file:
* Remove IPF from SUPPORTED_ARCHITECTURES in [Defines] section of DSC.
* Remove any IPF specific sections.
* Remove statements from [BuildOptions] that provide IPF specific flags.

Due to the introduction of NULL pointer detection feature, page 0 will be
disabled if the feature is enabled, which will cause legacy code failed to
update legacy data in page 0. This macro is introduced to make sure the
page 0 is enabled before those code and restore the original status of it
afterwards.
Another reason to introduce this macro is to eliminate the dependency on
the PcdNullPointerDetectionPropertyMask. Because this is a new PCD, it
could cause some backward compatibility issue for some old packages.
This macro will simply check if the page 0 is disabled or not. If it's
disabled, it will enable it before code updating page 0 and disable it
afterwards. Otherwise, this macro will do nothing to page 0.
The usage of the macro will be look like (similar to DEBUG_CODE macro):

The commit adds check in function InternalPrintGraphic() to ensure that
the expression:
Blt->Width * Blt->Height * sizeof (EFI_GRAPHICS_OUTPUT_BLT_PIXEL)
will not overflow in the UINTN range.
The commit also adds an explicit UINT32 type cast for 'Blt->Width' to
avoid possible overflow in the int range for:
Blt->Width * Blt->Height
Since both Blt->Width and Blt->Height are of type UINT16. They will be
promoted to int (signed) first, and then perform the multiplication
operation. If the result of multiplication between Blt->Width and
Blt->Height exceeds the range of type int, a potential incorrect size will
be passed into function AllocateZeroPool().

The InternalEmptyFunction() is currently only used by code in
"UefiNotTiano.c" -- "Library functions that abstract areas of conflict
between framework and UEFI 2.0.". In the next patches,
InternalEmptyFunction() will be used from "UefiLib.c" as well, hence
promote it to "general utility" status: move the function definition to
"UefiLib.c", and place the function declaration (which is already extern)
into "UefiLibInternal.h".
Fix a typo in the function's name while at it.

This commit will resolve issue brought by r17740.
BufferToReturn = AllocateCopyPool(SizeRequired, String);
The above using of AllocateCopyPool() will cause ASSERT if 'String' is
NULL. Therefore, proper check for 'String' is needed.
The above using of AllocateCopyPool() will read contents out of the scope
of 'String'. Potential risk for 'String' allocated at the boundary of
memory region.

5. Add PACKAGE_UNI_FILE UNI file that contains the localized Abstract and Description of a package and localized strings associated with PCDs.
a. Addresses an information gap between DEC files and the UEFI Distribution Packaging Specification XML schema
b. There will be an associated update to UPT in BaseTools to consume PACKAGE_UNI_FILE and associated UNI file during UDP creation that performs the DEC -> XML conversion.

6. Add Package Extra UNI file that provides the localized Name of a package.
a. [UserExtensions.TianoCore."ExtraFiles"] provides an easy method for a package to specify extra files to be added to a UDP without having to list the files in the UPT package information data file.
b. There will be an associated update to UPT in BaseTools to package up files listed in [UserExtensions.TianoCore."ExtraFiles"] during UDP creation.
c. UNI file contains localized name of a package to go along with the localized Abstract and Description from the PACKAGE_UNI_FILE.

We strongly prefer that contribtions be offered using the same license
as the project/module. But, we should document other acceptable
licenses for contributions.
This will allow package owners to more easily know if they can accept
a contribution under a different source license.
