Set PcdSpeculationBarrierType to use CPUID instead of the
default LFENCE in the BaseLib function SpeculationBarrier().
LFENCE requires SSE2, and Quark platforms do not support
SSE2.

The SMM based FTW and variable drivers are going to depend on
MmServicesTableLib after a subsequent patch, so add a resolution
for it to various QuarkPlatformPkg .dsc files.

DxeSmmPerformanceLib previously is used by DP tool.
But in new pweformance infrastructure, we have updated
Dp tool to get the performance data from firmware
performance data table in ACPI.
So remove the usage of DxeSmmPerformanceLib here.

Add the ForceRecovery UEFI application to the Quark.dsc file
so this application can be put onto an SD card or USB drive
to test the Galileo firmware recovery feature.
The library mappings to the RecoveryOemHookLib are also
removed becuse this library is not longer used by any modules.

PiDxeS3BootScriptLib will be updated to consume PciSegmentLib
instead of PciLib to support multiple PCI segment.
That means platforms need to add PciSegmentLib
declaration in platform dsc if the PciSegmentLib was
not declared in platform dsc before.
For platforms only have one segment,
MdePkg/Library/BasePciSegmentLibPci/BasePciSegmentLibPci.inf is recommended
to be used and declared in platform dsc for PiDxeS3BootScriptLib to have
equivalent functionality with before.

1) Set PcdResetOnMemoryTypeInformationChange FALSE in QuarkMin.dsc
This is required because QuarkMin.dsc uses the emulated variable
driver that does not preserve any non-volatile UEFI variables
across reset. If the condition is met where the memory type
information variable needs to be updated, then the system will reset
every time the UEFI Shell is run. By setting this PCD to FALSE,
then reset action is disabled.

3) Change RMU.bin FILE statements to INF statement in DSC FD region
