0a679652e8 PCI: copy/use Duet's PciNoEnumeration
Tianocore's PCI enumeration goes into an infinite loop, and
isn't necessary since coreboot has already handled it.
Copy and use DuetPkg's PciNoEnumeration package (which has
since been removed).

ee70e58bd2 CorebootModulePkg: Remove unused PCI non-enumeration drivers
CorebootPayloadPkg has switched to use the generic PciBus and
PciHostBridge driver form MdeModulePkg. As a result, the
non-enumeration drivers including PciBusNoEnumerationDxe and
PciRootBridgenoEnumerationDxe need to be removed.

81a23a0fee CorebootModulePkg: Remove DuetPkg references
Remove the references to DuetPkg.  Copy the files from revision
ffea0a2ce2 of DuetPkg into
CorebootModulePkg.  The components include:
* PciBusNoEnumerationDxe
* PciRootBridgeNoEnumerationDxe
* SataControllerDxe

TEST=Build and run on Galileo Gen2
