MdeModulePkg: Define the VariablePolicyHelperLib

VariablePolicy is an updated interface to
replace VarLock and VarCheckProtocol.
Add the VariablePolicyHelperLib library, containing
several functions to help with the repetitive process
of creating a correctly structured and packed
VariablePolicy entry.
