The PCDs used in the PL011 UART Driver and Serial Port Library are
inherently "fixed at build". This change updates the source to use
Fixed PCDs for these values. This improves clarity and efficiency.

EmbeddedPkg/SerialDxe was not allowing to set/get the control of the
Serial connection because the needed functions were not exposed in
SerialPortLib.h.
This commit introduces an additional library to extend the SerialPort
features.

Because this driver can be used for different purposes (Terminal, Debug port, communication),
its initialization function has been extended to accept additional settings.

This library makes the interface with the PL011 UART controller.
This library can be linked to different types of driver (Serial Console,
debugger, etc) using PL011 UART controller.
ArmPlatformPkg/PL011SerialPortLib: Use Drivers/PL011Uart
Remove the direct accesses to the PL011 UART controller to use the PL011Uart
library.
