3a4e7a3e73 Per UEFI spec, on CallBack action EFI_BROWSER_ACTION_CHANGING, the return value of ActionRequest will be ignored, but on CallBack action EFI_BROWSER_ACTION_CHANGED, the return value of ActionRequest will be used. 
But, EDKII browser still processes the got ActionRequest. And, all HII drivers in EDKII project also returns their expected ActionRequest value on action EFI_BROWSER_ACTION_CHANGING. 
Now update the browser to follow the spec, and update all core Hii drivers to keep old working modal.

Update for MdeModulePkg.

4a6876b72f Patch include:

b2e444aaf7 When browser was requested to go to another formset, it also needs to update the hiihandle in Selection structure. If not update this handle, later when call function GetIfrBinaryData to get binary ifr data will return failed. 
Also add sample code to use it.

5c5afa7265 Remove EFI_USER_INFO_ACCESS_SETUP_ADMIN_GUID definition from MdeModulePkg, because it has been defined in MdePkg. 
And, keep its definition into MdeModulePkg/Universal/DriverSampleDxe/Vfr.vfr to let VFR file consume it.

c8ad2d7a29 Clean up the private GUID definition in module Level. 
0. Remove the unused private GUID from module source files.
1. Use gEfiCallerIdGuid replace of the private module GUID.
2. Add the public header files to define HII FormSet and PackageList GUID used in every HII driver.
3. Move two EBC protocols for debug purpose from EBC driver to MdeModulePkg Include directory.

4a22b9bc6a Old driver sample code does not return an EFI_UNSUPPORTED status code if a callback occurs for something which is unrecognized. 
Now any call back type except:EFI_BROWSER_ACTION_FORM_OPEN, EFI_BROWSER_ACTION_FORM_CLOSE, EFI_BROWSER_ACTION_FROM_RETRIEVE and EFI_BROWSER_ACTION_FORM_CHANGING, all return EFI_UNSUPPORTED.

c7f204dba4 Co-work with patch V11137 to refine the Hii menu. 
1. Move the Mac address string from the form title to form title help for the driver Ipv4 and VLAN.
2. Change the menu show in the device manager from "Network Controller Information" to "ABC Information Sample".

5adb8db71e Per UEFI spec, FORM_OPEN/FORM_CLOSE Callback function should be called for each question in the form when this form opens or closes. 
Update SetupBrowser driver to call Callback function (FORM_OPEN/FORM_CLOSE) based on UEFI spec, and update all EDKII HII drivers to correctly handle FORM_OPEN and FORM_CLOSE call back.

84f9a9ec8f 1. Update the implementation of HII ConfigRouting Protocol in HiiDataBase module to follow new ECRs. 
1) ConfigRouting Protocol ExtractConfig interface must return the default values built in IFR that were not returned by ConfigAccess.ExtractConfig.
  2) The parameters of ConfigRouting Protocol interfaces are clarified to the specific configuration string syntax.
2. Implement the last two HiiLib interfaces: HiiSetToDefaults and HiiValidateSettings.
3. Update DriverSample driver to use these two APIs.
