bb77cee7d1 Update KbcResetDxe to be more generic by layering it on top of the ResetSystemLib class. 
Reduce number of source files from 3 to 1.

f5e004a3d0 Remove IO and MMIO GCD add operations from this generic PCI Hot Bridge drivers. 
A platform specific PEIm or DXE module is required to add the IO and MMIO resources to the GCD.

8a86c112b5 Clean up package/platform DSC files by the following steps: 
1. Remove PCDs those use the default values/types from the DEC file.
  2. Remove the unused library instances.
  3. Group common library instances in common [LibraryClasses] section as the default library instance for all modules.

2a8e98291d Remove unnecessary use of FixedPcdxxx() functions and [FixedPcd] INF sections. These should only be used for PCDs that are used to pre-init global variables, pre-init global structures, or size arrays. 
Do some minor clean ups to INF files

f486871e32 Clean up INF. Remove dependency on CPU I/O 2 Protocol and the IntelFrameworkPkg. The dependency will be inherited in the IoLib used uses the CPU I/O 2 Protocol.

48e9cc78d5 if module doesn't explicitly depend on specific Pci spec, it should include IndustryStandard/Pci.h rather than Pcixxx.h.

6bfa178cca Fixed 2 bugs in the RTC driver of PcAtChipsetPkg. 
1. RtcTimeFieldsValid() has bug checking the validity of TIME fields, which causes SetTime() will not return EFI_INVALID_PARAMETER when it is fed with invliad time fields.
2. Logical error in handling Time Zone and Day Light Saving.GetTime() won't return Time Zone and Day Light Saving set by last SetTime() call.

b63f669a8a 1. Remove SetVecotor() in SetMode().
