4f99b5fb93 BaseTools/Conf/target.template: Use VS2019 as default tool chain 
Updates the default tool chain from VS2015x86 to VS2019.

This is the VS tool chain used in CI and more likely to be installed
on developer's systems. This is used in stuart commands when a
toolchain is not explicitly specified.

4718129bf9 BaseTools: Update Conf/target.template with the default EmulatorPkg.dsc 
Nt32Pkg has been removed. The default platform is changed to EmulatorPkg.dsc.

2052cb675f BaseTools: not specified value of MAX_CONCURRENT_THREAD_NUMBER 
when MAX_CONCURRENT_THREAD_NUMBER is not specified, tool will
automatically detect number of processor threads.

2eab98c107 1) Re-fine and fully test the mechanism of getting over the long command line limitation 
2) Change the -s option from "SpawnMode" to be "SilentMode"
3) Change the prototype of PeiCoreEntryPoint in AutoGen-ed code
4) Remove CalcDeps module since it's no longer needed.
5) Remove "-k", "-g" and "-l" switches from build
6) Remove MULTIPLE_THREAD in target.template. Use MAX_CONCURRENT_THREAD_NUMBER to get the functionality.

04e031d000 a. Changed MYTOOLS to use Visual Studio Team Suite for IA32 and X64. IPF is still use WINDKK. 
b. Re-generated build.exe and GenFds.exe to incorporate new changes of build tools
c. Enable multi-thread build mode by default
