ArmPkg: DefaultExceptionHandler fixes for use with DxeCore
...
Modify the DefaultExceptionHandler (uefi-variant) so it can be used by
DxeCore (via CpuExceptionHandlerLib) where the debug info table is not
yet published at library constructor time.

This library could be used before the UEFI phases to expose the CPU state
when an unexpected exception interrupt the firmware.

Added a library for the default exception handler and started to add a dissasembler. Cleaned up some issues with BlockIo in BeagleBoard and add some extra info on Ebl devices command to show if a blk device has a file system on it.
