b3af5df67b Update all INF, DEC and DSC file to confirm to newest INF spec 0.44, DEC spec 0.41, DSC spec 0.40. 
Mainly PCD syntax update.
Check in new build.exe and GenFds.exe
Check in PcdSyntaxUpdate.exe tool.

6b4fe92ad9 1. Generated new build.exe from new tools code 
2. Removed some duplicated includes in source files
3. Changed the source file format in INF files
4. Removed duplicated PCDs in MdePkg.dec

5ed00ce4ad removed [includes] section from MdePkg and MdeModulePkg .inf files. The includes sections are not needed and are redundant with [packages] section

32f148f8a3 1. Added depex file generation 
2. Added file type filter per the toolcode/toolchain/toolchain family/etc., and fixed the BaseLib.inf
3. Added unicode file parse support but commented out temporarily because of bugs
4. Fixed the unicode file format in Nt32Pkg/MiscSubClassPlatformDxe
5. Removed duplicated [Ppis.common] in MdePkg.dec
6. Added declaration of gEfiPeiMemoryDiscoveredPpiGuid in Nt32Pkg.dec

479b520d55 Updated to support compiler intrinsics properly. I had to comment out some of the features as they are not currently supported by the build.
