Olivier Martin 8596383d7a ArmPlatformPkg/ArmJuno: Use EFI Stub and updated the command line

- 'earlycon' is the new name for 'earlyprintk'
- Support Linux EFI stub by default
- The command line is expected to be in unicode when
  booting an EFI application.
