The EFI_RNG_PROTOCOL can use the RngLib. The RngLib has multiple implementations, some of them are unsafe (e.g. BaseRngLibTimerLib). To allow the RngDxe to detect when such implementation is used, add a GetRngGuid() function to the RngLib.
