If the SerialPortLib had any initialization needed, this would be skipped in the RiscVVirt Sec. Follow the example seen elsewhere (ArmVirtPkg PrePi). Seen with BaseSerialPortLibRiscVSbiLibRam not using DBCN in Sec, yet using DBCN elsewhere.
