Andrei Warkentin 5bd2e5dfe6 MdePkg: BaseLib: don't log in RISCV InternalSwitchStack ...

InternalSwitchStack may be called with a TPL high
enough for a DebugLib implementation to assert.

Other arch implementations don't log either.
