Link DXE_SMM_DRIVER, UEFI_DRIVER, UEFI_APPLICATION, and SMM_CORE against
a valid, non-asserting version of PcdLib, then switch them over to using
the "Dxe" instance of AcpiTimerLib (instead of the "Base" version).
