Leif Lindholm 80bbea192a MdePkg/BaseLib: add ASSERT in ARM* SetJump implementations 
The SetJump comment header states that:
  If JumpBuffer is NULL, then ASSERT().

However, this was not currently done.
Add a call to InternalAssertJumpBuffer.
