Ard Biesheuvel 51a9af8050 ArmPlatformPkg: remove PlatformIntelBdsLib ...

Now that the last user has switched to the generic BDS, the
PlatformIntelBdsLib code in ArmPlatformPkg is no longer used, so
remove it.
