Thomas Palmer 9ad48dd148 SecurityPkg: Clean up unused files in RngDxe

Clean up files in RngDxe/IA32 and RngDxe/X64 that are subsumed
by files in BaseRngLib.

Add UEFI RNG Protocol support. The driver will leverage Intel Secure Key technology to produce the Random Number Generator protocol, which is used to provide high-quality random numbers for use in applications, or entropy for seeding other random number generators.
