Rebecca Cran ba0e0e4c6a BaseTools: Fix DevicePath GNUmakefile for macOS

the -Wno-error=stringop-overflow flag that was added
for gcc 12.
Update the GNUmakefile for DevicePath to skip setting
that on macOS.
