Add RedfishPlatformConfigDxe debug capability that aligns with edk2 Redfish debug mechanism. - PcdRedfishPlatformConfigDebugProperty, add PCD to control RedfishPlatformConfigDxe subordinate of Redfish debug capabilities. - PcdRedfishPlatformConfigFeatureProperty, add PCD to manage RedfishPlatformConfigDxe features.
