Chao Li 0cca97e0a8 ArmVirtPkg: Move the FdtSerialPortAddressLib to OvmfPkg
Move the FdtSerialPortAddressLib to Ovmfpkg so that other ARCH can
easily use it.

Build-tested only (with "ArmVirtQemu.dsc and OvmfPkgX64.dsc").
