Yonghong Zhu d4c558e83d BaseTools: Fix the bug use same FMP_PAYLOAD in different capsule file ...

Fix the bug that use same FMP_PAYLOAD in different capsule file. Because
in previous FMP generation, the FMP already be generated, so we don't
need to regenerate again.

There is a limitation on WINDOWS OS for the length of entire file path can’t be larger than 255. There is an OS API provided by Microsoft to add “\\?\” before the path header to support the long file path. Enable this feature on basetools.
