vc/amd/fsp/mendocino/platform_descriptors: fix dxio_port_param_type enum
The dxio_port_param_type enum was copied over from Cezanne to Mendocino, but the enum on the AGESA/FSP side changed between the two generations. Update the definition to match the definition used in the Mendocino FSP.
