soc/intel/elkhartlake: Select SOC_INTEL_COMMON_BASECODE

This patch selects the SOC_INTEL_COMMON_BASECODE option for Elkhart
Lake so that future patches can incorporate the common code debug
feature with it.

TEST=Able to build the EHL platform.
