mb/amd/birman: Split FMD for phoenix/glinda

Glinda and Phoenix have different requirements, so split the birman FMD
files to better apply to each SoC.

TEST='./util/scripts/testsoc -K PHOENIX -K GLINDA' successfully builds
all boards
