Revert "UPSTREAM: mb/google/rex: Enable SaGv"

Enabling `SaGv` along with FSP v2473 is causing blank display issue.
Mostly likely we shouldn't enable SaGv yet on Intel MeteorLake.

TEST=Able to see ChromeOS UI in consecutive boot.
