autoport: Don't do writes to FD in romstage

ff4025c5f "sb/intel/bd82x6x: Reduce function-disable mess"
Removed most of the writes to RCBA(FD) and renamed the function to
mainboard_rcba_config.

Writes to FD are properly handled in ramstage, so no need to do it in
romstage.
