UefiPayloadPkg: Add RNG support
Uses the RDRAND instruction if available and install EfiRngProtocol. The protocol may be used by iPXE or the Linux kernel to gather entropy. Signed-off-by: Patrick Rudolph <patrick.rudolph@9elements.com>
