Ard Biesheuvel d2fa09a134 ArmPlatformPkg/PrePi: switch to ASM_FUNC() asm macro ...

Annotate functions with ASM_FUNC() so that they are emitted into
separate sections.

While we're at it, replace some inefficient uses of LoadConstantToReg()
