Leahy, Leroy P 248c30bbd4 CorebootModulePkg/SerialDxe: Use PlatformHookLib ...

Copy the driver from MdeModulePkg/Universal/SerialDxe.  Add
PlatformHookLib to the Library section of the .inf file to adjust the
PCDs for the UART.
