Ankur Arora 2d92e052c3 OvmfPkg/CpuHotplugSmm: add Qemu Cpu Status helper ...

Add QemuCpuhpWriteCpuStatus() which will be used to update the QEMU
CPU status register. On error, it hangs in a similar fashion as
other helper functions.
