"MdeModulePkg/BdsDxe: fall back to a Boot Manager Menu loop before
hanging"
changed BDS core to fall back to UI loop when no bootable option
can be launched.
Now since PlatformBootManagerUnableToBoot() is added, the commit
can be reverted.
