Tim Crawford ae6aa72ceb oryp9: Fix power off on battery power, sync fans 
Adjust power limits to prevent the system powering off while compiling
the kernel on battery power in NVIDIA graphics mode.

Sync CPU and GPU fans to mitigate thermal issues.
